Description

A preliminary draft standard is proposed for the approval and adoption, as maximum permissible limits for non-ionizing radiation in telecommunications, of the values established by the International Commission on Non-Ionizing Radiation Protection (ICNIRP), which have been adapted to the national context.  The standard also lays down the rules to be observed by applicants for new licences or authorizations for the establishment of radio stations as well as for bringing their existing facilities into line with the defined parameters.  It also prescribes the methods of technical analysis and the procedures to be followed for measuring maximum permissible limits and establishes the specific absorption rate (SAR) as a basic restriction to be used in testing terminal equipment.  Lastly, offences and corresponding penalties are defined, together with the criteria to be used for grading penalties.
