Establece los requisitos técnicos mínimos que deberán cumplir los equipos que sean importados o producidos por la industria nacional, denominados máquinas y aparatos para acondicionamiento de aire que clasifican por las subpartidas arancelarias 8415.1000 (de pared o para ventana);  8415.8200 y 8415.8300 (ambas tipo split).  Los requisitos técnicos abarcan los referidos a la tropicalización, los ecológicos, el consumo energético, el nivel de ruido permisible y el voltaje y la frecuencia.
