The draft Decree which contains an implementing measure of the Act which was previously notified to the Commission under G/TBT/Notif. 99.572 and which amends the Aviation Act (transport of dangerous goods and of animals), particularly concerns the re-codification in Dutch legislation of the Technical Instructions for the Safe Transport of Dangerous Goods by Air based on Annex 18 to the Treaty of Chicago. The instructions have been drafted by the International Civil Aviation Organisation (ICAO) which was set up pursuant to the International Civil Aviation Treaty concluded in Chicago on 7 December 1944 (Treaties Journal 1973, 109).The draft does not alter the content of the requirements which are currently being prescribed for the construction, design, equipment and loading of aircraft, the packaging and labelling of dangerous goods to be transported by air, and for those who, pursuant to an accreditation, transport dangerous goods or have these transported.
