By means of this notification, the Republic of Ecuador advises that Sanitary Technical Regulations for the control and surveillance of tobacco establishments and products marketed at the domestic level have been issued pursuant to Resolution No. ARCSA-DE-2023-017-AKRG of 31 May 2023 of the National Agency for Sanitary Regulation, Control and Surveillance (ARCSA, Doctor Leopoldo Izquieta Pérez). The notified Sanitary Technical Regulations will enter into force on the date of their signature. The purpose of the Regulations is to establish guidelines for the control and surveillance of tobacco products and establishments that manufacture, import, distribute, market and sell tobacco products.

Human health

The notified Technical Sanitary Regulations establish guidelines for the control and surveillance of tobacco products and establishments that manufacture, import, distribute, market and sell tobacco products. The notified Sanitary Technical Regulations are binding on all natural and legal persons, whether domestic or foreign, that are involved in the manufacture, storage, importation, distribution, marketing and sale of tobacco products subject to sanitary control and surveillance throughout the national territory; they also set out the penalties for non-compliance with sanitary authorizations.
