TITLE: Pipeline Safety: Gas Pipeline Leak Detection and RepairAGENCY: Pipeline and Hazardous Materials Safety Administration (PHMSA), Department of Transportation (DOT)ACTION: Notice of proposed rulemaking; extension of comment periodSUMMARY: On 18 May 2023, PHMSA published a Notice of Proposed Rulemaking (NPRM) in the Federal Register titled: "Pipeline Safety: Gas Pipeline Leak Detection and Repair." PHMSA received requests to extend the comment period for stakeholders to have more time to evaluate the NPRM. PHMSA is therefore extending the comment period to 16 August 2023.DATES: The comment period for the proposed rule published at 88 FR 31890 on 18 May 2023, is extended from 17 July 2023 to 16 August 2023. The agency will, consistent with 49 CFR 190.323, consider late- filed comments to the extent practicable.This extension of comment period and the notice of proposed rulemaking notified as G/TBT/N/USA/1997 are identified by Docket Number PHMSA-2021-0039. The Docket Folder is available from Regulations.gov at https://www.regulations.gov/docket/PHMSA-2021-0039/document and provides access to primary and supporting documents as well as comments received. Documents are also accessible from Regulations.gov by searching the Docket Number. WTO Members and their stakeholders are asked to submit comments to the USA TBT Enquiry Point by or before 4pmEastern Time on 16 August 2023. Comments received by the USA TBT Enquiry Point from WTO Members and their stakeholders will be shared with the regulator and will also be submitted to the Docket on Regulations.gov if received within the comment period.
