Description
The notified draft Mexican Official Standard establishes the requirements and specifications for industrial safety, operational safety and environmental protection that must be met by liquefied petroleum gas distribution plants during the design, construction, operation and maintenance stages, in order to promote, leverage and develop in a sustainable manner the activity of liquefied petroleum gas distribution through distribution plants, as well as to prevent harm to the population, the installations and the environment. The notified draft Mexican Official Standard is applicable throughout Mexican territory and areas where the Nation exercises its sovereignty and jurisdiction and is binding on all persons engaged in or intend to be engaged in the activity of liquefied petroleum gas distribution through distribution plants, during design, construction, operation and maintenance. The means of supply of liquefied petroleum gas covered by this draft Mexican Official Standard for distribution plants are tanker cars, tanker vessels, overland pipelines, semi-trailers and tanker trucks. The means of supply covered by this draft Mexican Official Standard are tanker trucks, by portable and/or transportable pressure vessels in delivery vehicles and by distribution pipelines In those liquefied petroleum gas distribution plants where the petroleum product is received by pipeline, this draft Mexican Official Standard applies from the point of connection with the pipeline transport system or from the reception point for tanker vessels. In distribution plants where supply is through distribution pipelines, this draft Mexican Official Standard applies up to the block valve where the pipeline distribution system starts. Similarly, in liquefied petroleum gas distribution plants, where the storage vessel(s) is/are shared with a specific purpose service station, this draft Mexican Official Standard applies up to the point of connection, in these cases, the storage vessel(s) will form part of the liquefied petroleum gas distribution plants, notwithstanding the fact that the specific purpose service stations must comply with applicable regulations. The requirements for dry disconnection devices, referred to in numerals 5.1.2.4, II; 5.1.2.5, V(c); 5.1.2.7, III; 7.1.23.13, XI; 7.1.23.16, IV; 7.1.23.21, XI; and 7.1.23.23 will only apply to the distribution plants located in the 74 metropolitan zones referred to in Appendix C (Normative) Delimitation of the metropolitan areas of Mexico.
