This Department Circular covers all activities related to the research, development, establishment, production, storage, transmission, distribution, utilization, construction, operation, and maintenance of hydrogen project or facilities in the energy sector: Provided That, all activities in relation to the exploration and development of native hydrogen and native hydrogen derivatives shall be governed by the applicable provisions implementing PD 87.
