Description
The Proposal to amend the Cosmetics Products Group Standard 2020 (the Group Standard) considered amending the existing Group Standard to align with international developments, with the objective of ensuring the protection of human health or safety and protection of the environment. New Zealand notified the assessment report for the proposal in accordance with article 2.9.2 of the WTO. The adopted version includes the following amendments to the notified draft requirements: Updated definition of PFAS to include exemptions as defined in Reference Number 2 in Table 2 of Schedule 4 of the Cosmetic Products Group Standard 2020 amended January 2024.Longer transition periods for all amendments, including addition of specific dates for import/manufacture, supply, and disposal of cosmetic products.Removal of zinc pyrithione from Schedule 4 for banned substances and retained in Table 2 of Schedule 5 and Schedule 7 for New Zealand restrictions and preservatives, respectively. Removal of the duplication of 3 and 4-hydroxyisohexyl 3-cyclohexene carboxaldehyde (HICC) from Schedule 5 and retained as a banned substance is Schedule 4.Submissions received through the domestic consultation process and comments received on the notification to the WTO TBT Committee were considered as part of the process.
