The Energy Efficiency Regulations, 2016 (the Regulations) prescribe energy efficiency standards for residential, commercial and industrial energy-using products. They also prescribe labelling requirements for certain products to disclose and compare the energy use of a given product model relative to others in their category. The Regulations are amended regularly to introduce or update energy efficiency and testing standards. This proposed Amendment would add or update energy efficiency and testing standards for several newly and currently regulated energy-using products to harmonize with the United States. Also, this Amendment would expand the use of ambulatory incorporation by reference (to U.S. standards or NRCan technical standards documents), as well as position NRCan to exercise Ministerial Regulations for more energy-using products to adjust quickly to changes and maintain harmonization in the future, where appropriate. Furthermore, the Amendment would include transitional provisions for specific products during which regulated parties would have the opportunity, on a voluntary basis, to comply more quickly with the new requirements (voluntary early compliance). Finally, the Amendment would introduce more stringent energy efficiency standards than in the United States for some products to assist with achieving net-zero by 2050.
