The new regulations consist of: 1 contains general provisions. 2 contains technical performance requirements for the construction of new buildings. 3 contains requirements for the alteration of buildings. The proposed regulations specify the technical performance requirements that buildings must be designed and constructed in such a way that during use or operation it does not entail an unacceptable risk of accidents. The proposed regulations specify the technical property requirement in ch. 3.
